I think so
The thing is, with wind pushing the clouds through the sky, if you set your camera on 10 seconds of exposure, for example, the clouds will "run" and "print" their movement on your sensor
Just like the lights of cars on this : [link]
Or water and clouds on this : [link] and that : [link]

But if you wish to do something similar, you will need something to unable your camera to receive such amount of light (a 10 seconds exposure without any trick will result in a white picture since your camera will have received too much light) such as a neutral density filter or any "dark" filter (I'm using an infrared filter, but obviously colors are altered)
